Buckeye Partners is currently seeking a Sr. Manager, Operations-St. Lucia with management experience in a marine and/or terminal setting to join our growing team!
Role Summary:
The Sr. Manager, Operations-St. Lucia is responsible for directing operations at the St. Lucia marine terminal site by managing and coordinating the safe, reliable, environmentally conscious and efficient operations of the land based facilities, pipeline operations, berths, maritime operations and equipment (tugs, barges, vessels), and bunker operations. This position will also be responsible for oversight of the facility maintenance program.
Responsible for ensuring that all operations for are in compliance with applicable regulations, promote a high degree of customer satisfaction and are in line with industry and company health and safety standards.
Formulates and directs business strategies which will support the Company’s strategic plan and maximum financial performance; responsible for managing controllable expenses and supporting revenue enhancement.
Essential Duties & Responsibilities include:
Performance Improvement
Safety Lead. Enhancing safety culture/awareness, hazard analysis and job safety analysis and ensuring accountability for safety and environmental incidents.
Personnel Training. Formulating and directing employee training and development. Ensuring documentation of such.
Management. Managing the performance and professional and career development of all direct reports by setting performance objectives aligned with business needs, performing performance reviews and coaching and mentoring all personnel on-site for better individual and team performance. Building a succession plan w/ local employees, such that training and development matches the areas required for the successors to be ready to take on expanded roles.
Financial Lead. Leading financial forecasting, performance and variance analysis for service related activities and optimizing Maintenance, Growth Capital and Expense planning and execution. Ensure berthing fees, heating fees, and other significant credits to expense are accurately invoiced and collected. Monitoring revenue generation to maximize EBITDA.
Business Development and Project Management. Ensuring regular and effective communication with Commercial and other stakeholders and providing support including technical meetings and site tours for Business Development Projects and Customer Agreements, to maximize EBITDA.

Coordinate major construction/expansion projects with Engineering & Construction.
Customer Service. Implementing enhanced operating procedures and training to maximize service efficiency and reduce operating errors and enhancing services, capabilities, communications and reports available to customers and implementing these operating procedures and training to maximize service efficiency and reduce operating errors. Orders to invoice project implemented to ensure accurate inventory accounting and customer billing. Manage scheduling positions, including consistent vessel scheduling and vetting across all customers and products to ensure best in class customer service.
Acts as the representative to local and national governmental authorities. Ensures compliance to all local laws and corporate policies.
Ability to be culturally agile

Position Requirements:
Bachelor’s Degree, preferably in engineering, business or other related discipline required. Equivalent industry experience accepted.
7+ years related pipeline and/or terminal experience required; experience in marine operations preferred.
7+ years people management experience required.

Other Skills, Attributes and Abilities:
A thorough knowledge of pipeline and terminal maintenance, operations, safety, environmental, measurement, and emergency policies and procedures is a must.
The incumbent is on-call 24 hours a day, 365 days a year and works extended hours to deal with routine and emergency conditions
The position requires excellent written and verbal communication skills. There is a significant amount of interpersonal activity with diplomatic and leadership skills a necessity.
Strong leadership skills to develop and maintain a diverse workforce
Demonstrated ability to work effectively in a diverse workforce
Marine terminals experience preferred
Travel up to 25%. This is an expatriate position, and the candidate must be willing to relocate.
Essential Functions:

Physical & Safety Requirements:
Physical demands require someone capable of sitting at a desk for a minimum of 8 hours, in addition to inspecting the terminal where there is potential for being near construction or maintenance activity
